Los Roques is a nature preserve over a vast area of the ocean. To keep it pristine the development is minimal; think eco resort. About 20 posadas, 2 level at most, eight to 10 rooms each. You walk from the Gran Roche 'airport' (a half hour flight from Caracas International airport, domestic terminal) to your posada; about 10 minutes walk. Posada staff greet you and tote your luggage. Dirt streets, very laid back vibe. The posadas are very basic and water and electricity is conserved. The daily food and wine are included as are the basic boat tours so the price of around $150 per night pp is very reasonable. Lunches are packed for you each day; snorkeling gear provided for a small charge, cleaned each day. They even put up your umbrella if you are doing a 'beach day'.
Every day you choose an itinerary to visit a different set of islands; a small extra charge for distant ones.
Visit the Posada Macondo website. We stayed here and the best part was how helpful they were in arranging the flight (you must have accommodation booked prior to arriving on the island). Allesandro paid for our flights in advance and we just showed up at the airport (we paid for the flights, about $200 along with our posada charges at the end of our visit.) Not many places will pay for a reservation and flight up front and trust you to show up. The tour companies will charge you a lot more (and a lot more hassle) so try to do what we did and book directly.
This really helps with RED TAPE, especially as relates to currency. Do not use banks or ATM's as your exchange rate is HALF that of the 'alternate' currency exchange (they don't even bother calling it black market anymore). Many will change money for you at 7-8 per dollar versus the official 4. Or just pay in American, an agreed amount with the posada.
Spanish/Italian is helpful but not absolutely necessary. Relax and enjoy the nature--fish, boat, snorkel, dive, windsurf/kite, bird watch, etc.
