Crap! I stepped in..umm..crap!

I've stepped in dog crap at least 3 times since I've been here..what the hell!  Apparently Argentines don't give a 'crap' about letting their dogs poop all over the sidewalks.  We need a solution!  First idea that comes to mind..those guys that stand the corners giving people directions..make them clean up the poop in their down time!  Talk about efficient!  Look: http://en.wikipedia.org/wiki/Belgrano,_Buenos_Aires  even the Wikipedia mentions the dog-waste problem.  "Belgrano's sidewalks are often busy with dogwalkers. Even though city ordinances forbid more than ten dogs to a person, it is not uncommon to see double that number•which contributes to the dog-waste problem plaguing many sidewalks."  So it's the dog walkers...I see.  Perhaps we could have all the dogs potty trained, but unfortunately I don't see the institution of mandatory dog training as fecable.  Oops..feasible.  Lets take a step sideways, but first look to avoid stepping in anything, and try viewing the situation from the perspective of the dog.  It's urban guerilla warfare!  Foreigners constantly invading your territory.. ammo shortages.. it's worst than the annexation of the Sudetenland!  I guess we can't really blame the K-9s.  For now Buenos Aires will have to walk with its head down.. not in shame, but in caution.
