pensions

i stayed in pension alameda for 2 nights which was a little bit expensive but really nice,the 3rd night i stayed in another pension which was a little bit cheaper but:
i was about to leave the pension in early morning,i went to reception to leave the key,and this guy whom i hadn't seen before there threatened me to call the police without giving an explanation,then:
me-what are you trying to do man?
he-........(in spanish which i don't understand)
me-no spanish,hey!
he-.....(showing the rules hanging on the wall)
me-why are you showing me it,i didn't accept anybody to my room without admission.
he-......(still in spanish and angry)
me-ok,let's check out my room.
then me and he walking in the floor,and he suddenly opened the door of another room,there was a guy whom i don't know,the room wasn't even my room,then:
me-it's not my room!!!
he-oh ok sorry!
i don't have any idea that it was a silly joke or common attitude in the pensions of this city...
