You can try the streets around Hoan Kiem District. I saw there are many shop that sell Vietnamese T-shirt and I think their was a huge market sell farbic....

In Old Quarter area, there are 200 stores that only make clothes, but the problem is some of this tailor doesn't speak english, so is not easy to communicate with them.

Check this streets: 8 Nha Chung and 24 Hang Da - I let a traditional dress made there, this shop is recommend by our hotel staff and I see they also make men sthirts
