There are ton of B&B's in Capetown that are extremely reasonable...I will do a bit more research to try to remember the one I stayed at a few years ago and let you know. I have also stayed at the Mount Nelson (very expensive, traditional, colonial) I have stayed at the Table Bay Hotel, also fairly expensive - fantastic location on the waterfront. And I have stayed at the Sheraton Arabella Grand - beautiful new hotel, modern sleek - expensive - short walk to the waterfront.
Great neighborhoods for B&B's - Greenpoint, SeaPoint, Camp's Bay, Clifton, Hout Bay (a bit outside the city center)
As for outdoor activities...hike Table Mountain, tour the Winelands, go Great White Shark diving, visit Cape Point, Boulders Beach and see the penguins, Kirstenbosch Botanical Gardens are a must -
