If you are just trying to escape a cold, bitter winter, come to Newport Beach during the winter, but it is NOT warm here in the winter, but agreeable. You will still be wearing jeans and sweaters, but no need for mittens, etc. If you happen to come when the Santa Ana winds are blowing you can experience a warm weather (as happened Jan 2011). But really, the best time to visit is in summer. There are several beach houses that people can rent for say $1500/week, which while expensive, is an entire house, and will allow you to experience Newport Beach like a local. The absolute BEST time to visit is the week of 4th of July. Many people will decorate their homes, and there is even a bike parade in the morning. It is a complete party scene/mad house, so if you are not into crowds and/or drinking this may not be the time to come for you. It gets so crowded here that the police close the major street (Balboa Ave.) from the pier to Superior Ave. (they even direct foot traffic!).

Newport has 2 piers, but the one with the most bars/nightlife is around 20th street. But there is a sidewalk along the beach that makes staying anywhere in the numbered streets a nice stroll to night life. There is an Albertson's (grocery store) at 30th St (but is currently closed for renovations, but should be open for summer 2011). Lots of restaurants, etc. nearby.

If you want to do upscale Newport, then stay away from the numbered streets and look at "Newport Coast" or "Corona del Mar" both are still technically Newport Beach, but are more Southern and closer to Laguna Beach, where things get MUCH more expensive.

Also, the best "local" eateries are Mexican food, as our proximity to Mexico is quite close. One of my favorites, that is not near the pier but within 3 miles (best to drive from numbered streets) is Cafe Rio.
