I'll start with the disclaimer that many people I was traveling with didn't like Tsavo as much as the Masai Mara Reserve. The reasons were that it was much hotter (the Mara is at a higher elevation), the mosquitos at Tsavo were worse (the elevation again), it was harder to view wildlife (more bushes and trees, less grasses) and that facilities weren't as westernized. These things were not a bother to me however. The weather and the more difficult game viewing were great at keeping away most of tourists, and in contrast to the Mara (where any interesting sight would be set upon by tourists from around the globe) here we were alone in our viewing. And although we didn't see as much wildlife as we had in the Mara, we still saw elephants, giraffes, antelope, kudu, dik-dik, bush pigs and even oryx. Bird watching here was fantastic as well. in one morning (in about a 45 minute walk) we counted 42 species of bird. Watch out for ticks though! I pulled six off me during that same walk (not sure if they were all different sepcies). Tsavo is divided into two parks, Tsavo East and Tsavo West, although they are contigious in parts.

Great review. You're right, that actually sounds much more appealing than the Masai Mara/Serengeti. Too many tourists can easily ruin a safari.
