Torre Blanca is located in Puerto Marquez, a little bay 15 minutes south of the main drag in Acapulco. A friend I was traveling with had a timeshare hookup so i do not know the price. A huge perk about this location is there were not herds of annoying, drunk, American tourists. On the other hand, this is not really a partying hotel. The view from the rooms and the pool is awesome. The pool closes relatively early though (11pm) and the only restaurant at the hotel is expensive and not worth your time. Taxi service is expensive from the hotel, i recommend taking the bus during the day and the taxi when hitting up the clubs.
The majority of people who congregate at Puerto Marquez are Mexican tourists. The hotel is situated at the top of a huge hill. So in order to walk to the beach you need to descend a huge set of stairs. Likewise when going back to the hotel, the ascent is quite steep, a real workout--about 10 minutes. The small restaurants that line the beach are all locally owned and very reasonably priced. The food is all fresh and delicious. This a nice way to kill an afternoon. There are jetskis, boats, and even scuba gear if you ask the right person. Very few people speak English, so it can be rather difficult to negotiate prices. Keep in mind that you will be continuously heckled by peddlers. The most polite response if you're not interested is just to keep walking and/or ignore them. I was traveling with a buddy who kept giving saying things like "No gracias, Adios!" continuously until the peddler left. Do not respond like this! This will really piss them off. Besides that, little kids come up to your table while you're eating on the beach and sing. Throw them a few pesos for their effort, otherwise they won't leave you alone.
