I went to visit New Orleans with my sister for one week in July 2012. We asked several locals where they go to listen to music and every single one said "Frenchmen Street." On Frenchmen we found many jazz bars, yet the only one I went to for seven nights straight was The Spotted Cat. Don't get me wrong we bar hopped all nigh and every night, but we always started out with the Spotted Cat.
It is a tiny little place with no pleasant aesthetics outside or in, however it has CHARACTER. The drinks were a bit steep (gin and Sprite in a 6oz cup is $9), but you only have to buy one to enjoy a NO COVER set, or two or three....
The place gets packed and people smoke so it can get stuffy. The best part is when someone decides to dance and the crowd creates a tiny spot to allow artistic interpretative dance.
Still this was my favorite place and I wish we had one in Seattle.
