Huancavelica is still a small city and part of its charm are all the places where you can grab a bite while you are walking around. Of course there are cafes and restaurants, but don't miss the opportunity of tasting the real flavor of the town in one of the many food stands all over the town.
You have sweets for sale - if it's cold try a super clasico, which is a mix of the purple corn pudding & rice pudding. This is served warm and is very tasty.
Also you have the traditional picarones (like donuts), anticuchos (some of them made of alpaca meat), bread (very tasty even when it's plain), coconut candies, slices of fresh fruit, etc.
My recommendation: try these delicious food. You will eat something very tasty and save money at same time :)
