The Silver Lake Sand Dunes near Hart, Michigan, cost us $8 to get into (non-resident price). Actually, you could get in for free, but that's the fee for the parking tag. It's good for both walking on the sand dunes and the lighthouse area which are not connected.
There are multiple areas of this state park. First, there's the lighthouse. Tours of the lighthouse are $2 per person. Also at the lighthouse, there is a large beach. It was a chilly day when we were there, but that still didn't stop some people from swimming in Lake Michigan, and a few people sunbathing as well. It was far too cold for our doing either of those things, though.
There is the section of the state park rented by Mac Wood's Sand Scooter experience, but if you can get to that area, they are generally open to walking on the dunes as well.
There is the off-road vehicle part of the dunes, which I'm told can take hours just to be able to get in with your vehicle.
And then there is the part of the dunes that you can walk out onto and explore the dunes as well as watch the various off-road vehicles as they come down the dunes and race around the area between dunes.
These are living dunes, and so they do tend to move and shift, and have even buried cottages as they moved away from the lake. There are 60-foot trees that you can just see the tops of, and there are areas where there is a sort of grass that tends to hold some of the sand in place as well.
