I personally feel that tours are not really need in Rome. The public transportation is pretty decent, and the city itself is not so large that you cannot walk across a good part of it.Most of the ancient Roman sites are located in a fairly small area, known as the Roman Forum. If you can take a bus or taxi there, it is possible to spend an entire day exploring there, and a tour is not really needed.Likewise, it is possible to find the Pantheon without much trouble and other attractions like the Trevi Fountain.A tour might be good if you only have one day in the city and want to see it all, but I suggest buying a book on Rome, and simply being your own guide.

I agree with you, so true of any city. I take pictures of people doing the Hop On bus in London as well, just to come back and giggle at them going "clueless"!
