This is something that you need to know when you are planning to come to Brunei. TAXI IS NOT EASY TO FIND. Unlike Singapore or Malaysia or any other countries in Asia, taxi is very difficult to find in this country. The only two places where it would be easy to find one is ONE - At the airport and TWO- In the centre of the city. The taxi service here is not as complex too, if you need a taxi ask the hotel where you're staying to call one for you.
FAQ - How to get around then?
Take the bus. The colour varies according to the route that you wish to take and don't worry about language, as long as you can speak in English and know where you want to go, the bus driver (or any of the passengers) will be able to take you to your destination (as long as it is not beyond the border).
Bus fare is cheap around 1Bnd to 3Bnd depending on where you want to go.
If you are lost, somehow, just do what other tourists do, hail for a car...there's like hundreds of them out there on the road, one will bound to stop and offer a helping hand :)otherwise, you can just drop me a line...I will try to help you out! (If I happen to be in the country that is)
