Hi! I don't know about Chiangmai or Bangkok, but it'll be rainy in Phuket in November - not the huge, heavy downpours though. There'll be light rain that comes on and off, with pleasant temperatures of about 25-30 degC. When I visited in late November for a diving trip two years ago, I was shivering every time I got out of the water because the winds at sea were pretty strong and it was cloudy almost all the time. On the bright side it's fine enough for sea sports and you're not likely to get sunburnt. Not likely to get much of a tan either, though.
