Pho Hoa in Pasteur St is the most popular Pho restaurant in HCMC (as I've read and heard from friends). It's something not to be missed when traveling to Vietnam, especially if you want to try the authentic local cuisine.
Plus, you get to mix in with the locals as well because very few tourists know this place (unless they have lived or know someone who lives in HCMC).
Phở is served in a bowl with white rice noodles in clear broth with thin cuts of meat (beef or chicken). It is a Vietnamese dish and like other typical Vietnamese meals, it is served with lots of greens, herbs, vegetables and other accompaniments such as dipping sauces, hot and spicy pastes, and lime or lemon.
A 'small' bowl (there is a larger bowl) of Pho Tai (Phở bò tái) is Pho with half-done beef fillet (and it has to be served really hot for the beef to cook, best practice, better to be safe than sorry). Mind you, the 'small' bowl is large for me, I can never finish the whole thing! ...But maybe for a guy, it's small. Hehe. A small bowl costs something like less than 30k Dong (about 70Php or US$1.50 only), and it's very filling.
On every table of Pho Hoa you'll find a plate of breadsticks, a 3-herb plate (fresh!), beansprouts (the biggest I've seen!), sliced chilis, lemons, a plate of savoury snacks, hot and spicy pastes, etc. I don't know about you, but I'm the type who likes to fix and add-a-dash-of-this-and-a-dash-of-that before I actually start eating. So you can say that I was actually in condiment heaven! Haha!
Check out the pictures, don't expect a lavish restaurant setting as this is a place for the locals- but it's worth the visit. A word of warning though, once you've tried the authentic Phở, you might never be satisfied with the Viet restos in your home country! ;)

I agree that Pho Hoa on Pasteur is one of the favorite places to eat among locals. You get a plate of fresh vegetables to add to your bowl and also fried bread to soak in the broth.
It is definitely a great experience to eat here.
