Olean is a town in southwest New York State--a good ways from any big cities... so I guess it's a hub of sorts for the hilly rural area. Even though it's only about 4 blocks wide. But then again it has a hospital, a shopping mall, a risquè lingerie store and a homeless person... so does it qualify as a "city"?  You decide.
