Y, it is not allowed behind the yellow line, that's why the soldier is standing there ;-)
This is in the DMZ (demilitarised zone) which forms the border between North and South Korea and that picture I took here was at an Observatory where you could "spy" across to North Korea and see the propaganda village there, a village where nobody lives but which just looks nice so that we think "hey, it's not that bad in North Korea" but the real village lies behind the mountains and is hidden from view and one can only imagine how bad it is there. From that observatory you can also see the world's highest flagpole with the North Korean flag on top of it.
