Change $ in Taiwan was extremely tricky and difficult for me when I stayed there. The bank only want 2003 or new notes, no markings, and certain bills are not accepted because they found fake printings in the states.

Also, my friend had trouble with cashing her travelers check in the bank as well. There's a fee to process travelers check. So she had to go to American Express bank to cash it.

So, my advise with money exchange is to get cash from ATM. There's 3-4 Citibank and some HSBC in Taipei. Or exchange money at the airport. Some department stores will change $ too but the rate is not as good.
