Mills End Park in Portland, Oregon, is the smallest public park in the world according to the Guinness Book of Records, at only 60cm in diameter. It was created on St Patrick's Day, 1948, after a campaign by Dick Fagan. Fagan was a columnist for the Oregon Journal who lived opposite the future site, which was then a pothole. Getting sick of looking at the pothole, Fagan planted flowers in it, and started to write a column about a leprechaun called Patrick O'Toole which lived in the park. The column was quite popular and the park was used for snail races and not removed by the city, which made it an official park in 1976.
