Berkeley seems to attract a fairly large homeless population. The spectrum seems to range from drug addicts to younger people who probably ran away from home. Many of them are also mentally ill. If you walk down Telegraph you can expect to be asked at least 2 times for spare change to buy food and 1 time for spare change to buy pot. Travelers new to the area and atmosphere might be a little uncomfortable. While it is wise to be wary and use common sense, most of the homeless people are actually quite friendly and there is nothing to be afraid of.
