While staying in Havana for roughly 7 days in all we didn't wander out of the old city much except for once taking the ferry over to Casablanca and the 2 forts over on the the other side of the river. I found it a very walkable city, with most places easy enough to get to without using any form of transport (if you enjoy walking, that is). Even down to the Malecon is only 15 mins from the Capitolio. Of course if you want to get out to Vedado, Miramar or the Plaza de la Revolucion you'll need transport, either a taxi or cocotaxi. For the major part, the streets of the old town are not open to motorised traffic. Plus, at the moment there is so much roadwork being done, it's really not feasible to do anything but walk. Unless you have casa or hotel reachable by motor transport the old town is not recommended either for wheelie-cases.

We found the safety and security at a premium in Havana,no problems at all walking about even late at night, even in the quarters that by some standards could be called "dodgy", the Barrio Chino or even south of Plaza Vieja towards the San José artisans market, are safe, or seemed so. Elementary precautions do need to be taken of course but all in all it's fine.
