Public transportation can bring you into the city Mar 11, 2012
Arriving in DC via Reagan National Airport (DCA) is easy. It's a small airport and technically, it's located in Virginia (not DC), but just across the water, DC lies waiting for your arrival.

Getting into DC by cab is an option pending a few factors. The metro system here in DC does not run 24 hours (like NY), so after hours, cabs are really the only option (for visitors). Pick up your luggage from the lower level, exit the airport and make a right. There is a taxi stand where everyone gets in line. The average ride into the downtown area can be around $25 and points farther north will truly cost you.

Otherwise, if you arrive between 5am-midnight (during the week) and 7am-2am (during the weekend), you could hop on the metro and get into the city from $2-$5. On the upper level, look for the sign that says "metro". There is a review on here about how to take the metro. It will depend on whether your final destination is metro-accessible or if you have to catch a bus directly from the metro, etc, but it is the cheapest option.

Some hotels have free shuttle pick-ups and as with many airports, pre-arranged reservations with Super Shuttle can guarantee you will have a ride.

If you have someone coming to pick you up, you will have to exit the airport on the lower level and cross the airport roads to the outer most street. There is a cell phone parking lot if the person coming to pick you up needs to park for free while waiting for you to call them and tell them you have arrived. As with many airports, but especially with DCA, drivers CANNOT linger outside of the terminal for more than a minute or 2 before a cop comes up to your car asking you to move it along.

I avoid Dulles at all cost and only fly out of there for a significant decrease in price. There is a $5 bus and the metro will make it's way out there eventually, but I haven't been there in yeeeeears!

Nice write up on Reagan, very friendly airport. On the other hand, public transport to/from Dullus is pretty much none existence.
