Ask for Roberto - great instructor for those who want to learn how to surf. Jaco Beach is good for surfing because the waves are softer. Nearby Playa Hermosa is for pros only - I'm a lifeguard etc. and wouldn't swim in that surf if you paid me (at least in the winter months).
