It really depends on where you will be in the city. If you are visiting tourist destinations (except mosques) three quarter length, breathable pants should be fine. I often just wore t-shirts that covered my shoulders well. If heading out into the suburbs or less frequented parts of cairo, which i definitely recommend, it is best to wear full length skirts and pants and full sleeve. In sharm, parts of alexandria, or hurghada you generally don't have to worry about any of these things. Hope you enjoy yourself!

Egypt is a Muslim country so therefore if you want to avoid unwanted male attention then you need to dress appropriately, the only place you can wear skimpy clothes is the beach resorts like Sharm. In Cairo I wore 3/4 length pants or sometimes long pants and T shirt to cover the shoulders, I found that was sufficient. Men are fine with knee length shorts and T shirts.

As long as the knees and shoulders are covered you will be fine. It also good idea to take a scarf with you for visiting mosques.
