Culebra is a small island just off the coast of Puerto Rico. The island is home to one of the most beautiful beaches in the world, Playa Flemenco. The island is much smaller than its more popular neighbor to the south, Vieques but is just a great, if not better! If you want to avoid crowds and enjoy a laid-back vacation, then Culebra is where you want to go! The population is around 2,000 - and it is a great mix of Puerto Ricans and expats.
There are shops, restaurants, and hotels - but many will not be open during the off-season. Some places only open when the ferry comes into the port at Dewey, and right around the port things can be pretty chaotic when the ferrys are coming and going. As soon as they leave, the chaos dies and it is quiet and pleasant! The ferrys run from Fajardo an average of 3 times per day and it is very inexpensive.
Taxis run from the ferry docks to Flamenco beach at all times and they charge $3 per person.
One the most attractive features of the beaches in Culebra is that there is plenty of excellent snorkeling right off the shore. There is a dive shop just opposite the ferry dock that takes people out on diving and snorkeling trips.
But for those that are reasonably experienced, just put on your fins and mask and wade into the waters.
