When you arrive at the Cartagena airport and need a taxi all you have to do is go to the ticket window outside the exit. They have an automatic price fixed for each hotel- so all you have to do is tell the lady what hotel your at, she'll then give you a receipt with your hotel and the price on it, very nice setup. When taking taxis around town you should negotiate prices before taking off as it doesn't seem that any taxis have meters. I would just ask the people at my hotel how much a ride somewhere should cost then would relay that info onto the cabbie. It did seem like prices were higher at night then during the day but not significantly.
