Cafe Andino bills itself as the 3rd best cafe in Huaraz but it's definitely tounge in cheek humor because all agree its the best. The cafe Americano I had was on par with any worldwide (they roast their own beans) and the atmosphere lulls you into staying for hours. There are board games, lots of English language magazines and many couches, tables and chairs in which to chill out and there is free wi-fi internet access too. There is also an excellent menu with proper American/English breakfast items too, as well as other Peruvian and international items. They have a small library with books priced at about $5 and I snagged a large hardback Tom Clancy novel there to read on the long bus rides. The American owner is super friendly and talkative and helpful.

One caveat, the staff extremely slow. You might have to prod them or repeat a request.
