Brukselbinnenstebuiten ("Brussels turned inside out") is a Flemish non-profit organisation that, among other things, runs tours of Brussels. They have a very different perspective to tours than most guides, rather than show you the most beautiful parts of the city they concentrate on civic planning, taking tours of particular architectural styles, green planning or even traffic design. They are more interested in bringing out the potential of Brussels rather than in spruiking the highlights.
We went on a fabulous tour on the ugly buildings of Brussels and loved it. The guide was well informed and interesting, if rather down about every bad civic planning decision. It is not the type of tour I would recommend for a visitor with two days to see the city, but as our group was entirely ex-pats it was perfect - we saw a different side to our dear city, we got to stop off for a beer half way through and we loved listening to our grumpy guide!
The Brussels Info Place (http://www.biponline.be/bip_en.html) organises free tours using these guides every month, as a way of integrating Brussels into Europe, but you can also book directly through them.
