The Beitou Library in Taiwan is supposedly one of the most visited libraries around Taipei. The architecture of the building is really beautiful and it's definitely worth a visit. On a Sunday, there are tons of tourists going in and out of the building, but every single seat in the library is still filled with people reading books, writing, or using their laptops. It's a wonderful place to visit in Beitou, but be warned, the air conditioner is really weak, which makes the whole place a bit sticky and hot!

There's also a Sauna and Hot Springs Museum next door (which is also free) and a Museum of Taiwanese Aborigines just a short walk down the street. All free, and every worth visiting for a piece of Taiwanese culture :) The Aborigines Museum is air conditioned, which is extremely nice on a hot day!
