I stayed in the YHA Hostel in Dubrovnik, Croatia. While I was there in late October 2006 it was DEAD! Which is nice in ways but sucks for meeting anyone. The YHA Hostel is listed in the Lonely Planet Croatia book.
Yes nplindsey American citizens are very welcome over in Croatia. I have had no problems traveling all over Eastern Europe being an American citizen. You will get the typical; "Did you vote for Bush?" or "Do you like GW?" questions but that is the extent.
As for nightlife...There was little to none that time of the year I was in Dubrovnik.

If you are going to Pula; the Youth Hostel there is alright. It is also listed in the Lonely Planet Croatia book. It is a little outside of town and can be a pain to find at night if you are arriving in town late. It sits on a nice little bay. Looks like it could be quite lively during the tourist season.
