I arrived at the Lower Nicholsons Locks a short time after leaving the Burritts Rapids Locks, and this time I did miss the turn off for them. After turning around I parked, then walked down to the locks. It was a very quiet place, no one there but a Lock staffer who was preparing for a boater who was coming in.
