This is a spot you probably need to go to in San Diego. I almost listed it in as an attraction rather than a bar...
In the Marriott Hotel, take the elevator up to the 22nd floor, past all the rooms, and there's a lounge on the rooftop. Even if you go up during the day just to have a look at the view it's worth it. You can see all of downtown and the bay from there.
Drinks are typically overpriced like anything downtown, but not outrageous. You can order food from the Soleil Restaurant downstairs through a little telephoe kiosk, and it comes right up. There's a full bar, tables, a huge firepit, and the whole roof edge has like a counter with seats so you can sit looking off across the city (if you're not afraid of heights!)
The hotel towers over the San Diego Padres ballpark, so if there's a game or concert you can look right down into it. Like the last time I went there was a Jewel concert going on down below.
A DJ comes in at around 9 on weekends and it transforms from a laid back open air lounge into a club atmosphere. It's a weird mix of ages, maybe because it's in a hotel, but the young and hip and middle aged and touristy mix pretty well.
If you get there late there's a nasty $20 cover charge and line around the block, but before maybe 9 or 10 you can just walk in and get a seat.
Check out the menu on the linked website - I got the hummus plate and it was a mountain of pretty good fresh hummus with olive oil and basket of pita bread. Any of the appetizers and dishes are good for several people.

Located on the 22nd Floor of the San Diego Marriott in the Gaslamp Quarter the Alitude Bar provides great views of the city and bay. It's adjacent to the baseball stadium so you can catch a bird's eye view of the game. Happy Hour is from 5-8 with 50% off all bar food. In the summer you'll be treated to eye-level fireworks after San Diego Symphony Summer Pops.
