Hi there,
In my opinion, the best place to stay in Salvador, is in Barra. However, there is more expensive than the others areas in Salvador. But, you'll have good options for transport and it's close to the beach, my favourite is Porto da Barra. In Barra you can find all of kinds of accommodation. Whem are you going? If you are going in the carnaval, you'd have some problems to find a place to stay and would be really expensive. If you have more questions let me know and i'll try to help you.
