The 1. district is small enough to do everthing by walking and a tour is not really necessary.
Driving is very difficult (complex oneways, pedestrian roads, no parking...).
In case you have walking problems, Hop on Hop off and similar services can't go inside the Ring except Albertina Platz.
There are 3 inner city bus lines which might be convenient:
1A from Schottentor (U2, tram D, 1, 2, 37, 38, 40, 41, 42, 43, 44, 71) to Freyung, Michaelerplatz, Petersplatz, Stephansplatz (U1, U3), Hoher Markt, Schottentor.
2A from Schwarzenbergplatz (tram D, 1, 2, 71), Opera, Michaelerplatz, Petersplatz, Stephansplatz (U1, U3), Schwedenplatz (U1, U4, tram 1. 2) to Freyung, Michaelerplatz, Albertina, Schwarzenbergplatz.
3A from Stubentor (U3, tram 1, 2) to Stephansplatz (U1, U3), Hoher Markt, Börse (tram 1, 2), Ringturm/Schottenring (U4,tram 1, 2, 31), Hoher Markt, Stephansplatz, Stubentor.
U1 has a station at Stephansplatz, Schwedenplatz and Karlsplatz.
U2 has a station at Schottenring and Schottentor.
U3 has a station at Stephansplatz, Stubentor and Volkstheater.
U4 has a station at Schottenring and Schwedenplatz.
You can take also a tour by Fiaker
